About

The Income Tax Department (ITD) is responsible for collecting direct taxes and administering the Income Tax Law and other direct-tax statutes for Government of India. ITD has offices in around 780 locations and about 45,000 personnel. Income Tax Business Application (ITBA) is the core application used by income tax officers for all their operations including audits, penalties, and appeals, compliances, search, investigation, identification management, and HR management. ITD collaborated with Deloitte to envisage and redesign next-generation income tax business applications and manage the complete digital journey from conceptualising the new application to managing its implementation.

Problem

  • The existing application has redundant and inefficient processes, with a multitude of modules and complex processes.
  • The business application is less productive with no automation and has multiple integration issues.
  • The old application is modelled on monolith architecture that is based on obsolete technology stack, where it has scalability limitations and issues in application performance and operations.

Solution

Deloitte came with a cross-functional team of experts from digital government and tax for conceptualising the new state-of-the-art application. The team conducted Business Process Re-engineering (BPR) and designed the to-be solution with simplified processes, which harnesses modern architecture practices, simplified configuration-driven processes with modern integration mechanisms, and established use cases. This facilitates high performance and scalable IT infrastructure, thus creating a robust and a future ready-business application.

Impact

  • Deloitte replaced 100+ processes with a single unified master-process design that will improve the application efficiency, streamline workflows, and enhance operations.
  • The new ITBA solution design will enable swifter implementation of frequent fiscal budget/regulatory changes by leveraging configuration- driven application with low-code/no-code agile design.
  • Deloitte has proposed a high-performing micro-services-based architecture with highly scalable on-premises private cloud stack for a future-ready application.
