Mr. Xiaoli Huang had been working with the State Taxation Administration of China (“STA”) for 18 years, acting as the in charge official of many International Tax or Large Business administration posts. He participated in legislation of the Enterprise Income Tax law and relative Implementing Regulations such as Transfer Pricing, non-resident tax, CFC, GAAR, outbound investment tax management and etc. Xiaoli used to be the delegate of Competent Authority in charge of MAP and BAPA negotiations. He led or participated in many BAPA cases including the first BAPA with Japan, the US, Korea. Xiaoli was also the delegate to OECD working groups representing Chinese tax authority deeply involved in BEPS action plans. Xiaoli had been seconded to British tax authority i.e. HMRC as a Transfer Pricing specialist.
Since joining Deloitte in 2016 Xiaoli has assisted many top MNEs, both China and foreign based, to cope with international tax risks including drafting and implementing their TP policies and cross border transactions arrangements. He has also helped MNEs to prepare compliance documentations in accordance with Chinese and international standards. He has successfully assisted clients to deal with TP audits defense, MAP and APA applications. Xiaoli has maintained good relationships with the tax authorities, universities and professional associations. He is frequently invited to give lectures on tax seminars or to provide comments on tax topics.
Xiaoli has a master degree of Economics from Renmin University of China.
