Minimising fruitless and wasteful expenditure

We are able to support cost reduction programmes with a number of our services including data analytics to provide insight to identify unnecessary expenditure and the internal audit team has the experience to assess the risks associated with cost cutting and any associated process changes. Sharpening our skills in the area of performance evaluations also will add value to clients in this area.

Skills enhancement

Risk management skills-shortage within the public sector continues to be a problem particularly at provincial and local spheres of government. The use of risk maps to facilitate workshops goes a long way to transferring knowledge in this area. Our Deloitte School of Risk Management is well place to address this problem through our curriculum which offers facilitated training courses in the areas of ICT risk management, internal auditing, ERP auditing and training in ICT best practice frameworks e.g. COBIT 4.1, ITIL V3, PRINCE 2, CISSP etc.

Information Security

The Minister of Public Service has coined the phrase “Service Delivery through IT” in recognition of the importance of ICT systems in government. The public sector is heavily dependent on ICT systems, and of late, more and more on online systems to improve service delivery, while reduce delivery cost. Millions of transactions are processed but government still has not overcome challenges with proper records management in all areas. ICT security is also a legislated requirement. Our security and privacy team can contribute to designing secure systems and providing the necessary accreditation.

Fraud and corruption

Fraud and corruption in the public sector is estimated to be about R30 billion. These funds were meant to improve the lives of citizens. Fraud and corruption are usually indicative of a poor control environment, poor governance or a deliberate circumvention of controls. Our collective Risk Advisory services can make a real dent in the fight against fraud and corruption. The significant experience of our Forensics team specialises in all areas of commercial crime and forensic investigations related thereto. They are able to provide significant support in the areas of investigating procurement irregularities, corruption, fraud, theft, conflicts of interest, and money laundering. A network of specialists is used, such as handwriting analysts, document examiners, psychologists, polygraphers and security experts.

Governance

Given the focus on public sector spending by tax payers, strong corporate governance (including ICT governance) and cost controls are critical requirements for all public sector oversight committees. Our corporate governance and internal audit teams have significant experience in providing assurance over cost controls and reporting to Audit Committees on findings and recommendations to support good governance. Our ICT Governance Centre of Excellence can assist the public sector with assessing, defining and/or implementing a “fit for business” IT Governance framework, in line with King III, again particularly at the provincial and local government spheres.

Targeted investment in infrastructure & public services

The Auditor-General’s recent performance audits on infrastructure delivery, confirms that government has inadequate project management skills to oversee large infrastructure projects. Our data analytics capability can be of great use to the government in creating and testing the business case for major expenditure projects. Our project risk services team can provide advisory, governance and assurance services with regards to efficient project management.
