The Learning and Education service area focuses on education consulting and services pertaining to graduate programmes - optimising the education value chain by bridging the gap between primary, secondary and tertiary institutions and the world of work.

Education Consulting focuses on Strategy and Operations interventions in the Education Market – this covers Primary, Secondary and Tertiary Education. The focus is on creating a better education system in South Africa and specific interventions include:

  • Business process Reengineering
  • Strategy and Turnaround interventions
  • Training and skills development in the Education Sector with specific reference to Principal, Teacher and Administrative staff development
  • Administration and Innovation support – Piloting the first on-line Schools Administration System in South Africa
  • Human Capital development and support – with specific reference to Organisational design, operating Model Design and implementation, etc.

Business Challenges

  • Availability of education: A significant percentage of schools in South Africa and other developing countries do not have sufficient infrastructure. Education is critical for a country’s future growth and development, essentially being a key lever for attracting direct foreign investment and ensuring the necessary scarce skills that the country needs in order to grow are available.
  • Data management and administration: Valid and accurate data pertaining to number of learners, schools and resources are critical in determining optimal government expenditure on education
  • Talent Retention: Globalisation and a shortage of skills in the natural sciences and related disciplines are leading to a talent crisis for education institutions across the value chain.
  • Scarce Business Ready/Productive resources: Tertiary Education Institution’s are failing to prepare graduates adequately for the world of work, leading to an increasing pool of under-utilised resources and reduced return on investment.

Experience

The Challenge

  • The client requested Deloitte grow and develop a pool of technically competent business analysts in their Enterprise Resource
  • Planning (SAP) division. The goal was to holistically and professionally develop consultants to start as junior SAP business analysts and progress to higher management. This was also an initiative to increase the number of competent transformation employees within the organisation.

The Process

  • Identify, recruit and select graduates according to client specifications.
  • Enrol graduates in a unique Business Consulting (ERP) Learnership qualification (NQF5).
  • Full delivery, coordination and management of the process, including:
  • A learnership programme run over 12 months promoting the value of workplace learning - 30% of the programmeis formal classroom learning and 70% is on-the-job productive time.
  • Emphasis was placed on communication, presentation and interpersonal skills to create a ‘rounded’ consultant. The process also encourages and supports cultural diversity by including graduates of various ages, races, genders and economic backgrounds.
    –  Expert delivery of over 75 formal training sessions.
    –  Over 30 selected e-learning courses.
    –  Training and coaching against 22 unit standards.
    –  Access to the Deloitte knowledge network.
    –  Graduates were continually assessed and moderated by registered constituent assessors.

The Result

A sustainable solution was achieved around skills development for the client.

  • Participants were enrolled in fully National Qualifications Framework (NQF) compliant learnerships under the relevant
  • Sector Eduction and Training Authority (SETA) structures.
  • Under our SETA and South African Qualification Authority (SAQA) registered programmes, employers benefit from the
  • Relevant tax deductions available for skills development. These programmes are also deductible against the Skills Levy.
  • Additional discretionary SETA grants are available.
  • The cost of the training is further reduced by the learners being ‘billable’ from month 4 making this a cost-neutral business case.
