- Tax plan will cut rates, not tax burden, for upper-income individuals, Romney says – Republican presidential nominee Mitt Romney reiterated at the presidential debate at Hofstra University in Hempstead, N.Y., that his plan to reduce individual income tax rates by 20 percent across the board while limiting certain deductions, credits, and incentives would result in lower taxes for the middle class but leave the overall tax burden for wealthier individuals unchanged.
