- Obama, GOP spar over ‘Buffett Rule,’ small business taxes; Conrad pushes – then pulls – Senate budget proposal – President Obama and congressional Republicans drew lines in the sand as GOP members of the Senate blocked a measure in that chamber that would codify the president’s “Buffett Rule” and the president threated to veto a Republican-backed small business tax relief bill that was approved in the House; meanwhile, Senate Budget Committee Chairman Kent Conrad, D-N.D., opted to defer committee action on a proposed budget resolution for fiscal year 2013 that essentially adopts the deficit reduction and tax reform plan put forward by the Bowles-Simpson commission.
