  • Senate taxwriters OK executive comp restrictions on health insurance providers as health care mark-up concludes – The Senate Finance Committee completed its seven-day mark-up of comprehensive health care legislation after approving new restrictions on executive compensation for health insurance company executives, tweaks to the excise tax on insurers who offer “Cadillac” group health plans, and modifications to the penalty on individuals who fail to obtain insurance coverage.
  • IRS continues brisk pace for employee benefits guidance – Continuing its recent steady stream of employee benefits guidance, the IRS closed out the month of September with its annual update on substantiating per diem expenses and guidance on recent legislation allowing waivers of year 2009 required minimum distributions from certain retirement plans.
  • Proposed regs address determination of controlled group members – The IRS released proposed regulations that would clarify that in determining whether a corporation is a member of a controlled group of corporations, the corporation’s status as a component member of such group is not taken into account.
