- House targets high-income individuals to pay for health care reform – House health care negotiators on July 14 unveiled their much-anticipated joint comprehensive health care reform bill that would be paid for chiefly through a surcharge of up to 5.4 percent on high-income taxpayers, as well as several surprising revenue raisers, such as codification of the economic substance doctrine, a limitation on treaty benefits for deductible related-party payments, and a delay of the worldwide interest allocation election.
