- Merged House health care bill retains high-income surcharge – The combined health care reform bill unveiled by House Speaker Nancy Pelosi, D-Calif., includes a modified surcharge on high-income individuals and other provisions approved by the Ways and Means Committee in July, as well as a number of new health care-related revenue raisers similar to those backed by Senate taxwriters.
