  • Tax left out of stopgap funding debate, but policy battle looms for fiscal 2014 budget process – Congressional Democrats and Republicans appeared ready to negotiate an agreement to extend funding for government operations for fiscal year 2013 without getting bogged down in a fight over tax policy; but the tax-versus-spending debate is likely to resume in the coming weeks as the House and Senate prepare to release their respective budget resolutions for fiscal year 2014.
