The vast majority of the data used to develop the Best Places rankings was collected by the Office of Personnel Management’s (OPM) Federal Employee Viewpoint Survey (FEVS). The FEVS was conducted April 4 through May 31, 2013, and administered online to 540,727 full-time, permanent executive branch employees. The survey was completed by 266,376 federal workers, for a response rate of 49.3 percent. For further details, see Best Places methodology.
