The Honorable Ruby Butler DeMesme - former Assistant Secretary for Manpower, Reserve Affairs, Installation and Environment, U.S. Air Force - advises Federal clients on key issues affecting the government today in the areas of human capital transformation, change management and Cyber security, and develops innovative ideas on addressing and bridging the leadership gap in public and private agencies.
Ms. DeMesme was appointed Assistant Secretary of the Air Force in 1998, where she directed and managed Air Force human resources management policies and programs for more than two million active and reserve members, civilians and families. Ms. DeMesme oversaw strategic planning on issues including recruitment, training, retention, and separation policies and programs. She supervised a 430-member global staff and successfully negotiated increased pay, compensation and benefits to include health care and community support services for total force members.
During her 22-year tenure with the Department of Defense, Ms. DeMesme routinely testified at House and Senate Armed Services and Military Installations and Facilities Committees, and worked with members of Congress and other government officials to secure funding for military benefits programs. Ms. DeMesme also served as a senior advisor on military matters to Senator John Glenn. Ms. DeMesme graduated magna cum laude from St. Augustine’s College and was awarded a Master of Social Work Degree from the University of North Carolina.
