James Horner leads the Emerging Markets segment of Deloitte Consulting LLP's Federal Services. In this role, James oversees Deloitte's programs with the United States Agency for International Development.
He maintains a broad and extensive background in critical aspects of emerging, transition, and post conflict country reform and in establishing the foundation for equitable economic growth; including programs that specifically address democracy and governance, conflict resolution, competitiveness, health, and many aspects of fiscal and financial sector reform.
