The Public Innovator’s Playbook: Nurturing bold ideas in government

Public sector organisations in New Zealand have the opportunity to join organisations around the world in helping to improve the economic environment, and be more efficient at managing costs by using a structured approach to innovation.
A new study from Deloitte Research in the United States, “The Public Innovator’s Playbook: Nurturing bold ideas in government,” published in conjunction with the Harvard Kennedy School’s Ash Institute for the Democratic Governance and Innovation, lays out a blueprint for embracing innovation in the public sector.
The Playbook, which includes insightful health, education and local government examples from around the globe, is intended to be a tool for public sector agencies to develop and sustain a culture of innovation. Historically public sector organisations have implemented some of the most creative ideas or practices, but few actually take an integrated view of the innovation process or treat it as a discipline.
The Playbook describes the Innovation process as a cycle of four stages –
Idea Generation, Selection, Conversion and Diffusion.
The innovation process
For innovation to take root, the Public Innovator’s Playbook recommends adopting innovation as a discipline within the organisation just like strategy, planning, and budgeting. This includes a methodical view of the creative process linking the mission to organisational structure, process, people, and reward systems, and a culture where anyone can contribute ideas - employees, partners, citizens, private and public organisations, from other regions or overseas. Adopting innovation as a discipline means a change in thinking – innovation as an ongoing, continuous improvement process rather than ad hoc, one-off changes.
The innovation strategies
The Playbook describes five innovation strategies that can be utilised to various extents within the one organisation – it is important in innovation to take a ‘Horses for Courses’ approach, there is no ‘One Size Fits All’.
