Steve Foster, director in Deloitte & Touche LLP’s Governance Regulatory and Risk Strategies practice, has extensive experience in insurance regulatory and compliance matters.
Before joining Deloitte & Touche LLP, Steve was vice president of corporate compliance for a major insurance and investment management company. In that role, he helped insurance companies implement the necessary controls and improvements required to satisfy legal and regulatory requirements. Prior to that, Steve was the Virginia Commissioner of Insurance for nine years during which time he directed and supervised successful receiverships of several large insurance companies, including both life and property and casualty insurers.
As president of the National Association of Insurance Commissioners (NAIC), Steve was at the forefront of national insurance regulation in consumer protection, market conduct, credit for reinsurance, workers compensation rating reform, and other issues affecting the insurance industry.
Steve has led many of Deloitte & Touche LLP’s largest regulatory and compliance related engagements for insurance companies and law firms. He focuses on compliance risk assessments and process improvements related to compliance and business practices and controls designed to enhance compliance with applicable laws and regulations.
Steve received his B.A. and M.A. from the University of Virginia.
