Given the critical role that Chinese provincial governments play in local industry, they have already emerged as important stakeholders in the expansion strategies of foreign investors in China.
Now, as provinces compete for central-level approval (and funding) for their stimulus-related projects, the timing may be right for engaging provincial governments in a discussion about how closer collaboration can yield benefits for both sides.
