Mark Pighini is a principal and the national leader of the Capital Projects Consulting practice of Deloitte Financial Advisory Services LLP. He is based in Atlanta.
Mark has been involved with more than 400 assignments during his tenure with Deloitte FAS, many involving transactions around the capital asset lifecycle. These projects have included cost segregation studies, process improvement and construction assessments, construction project consulting, real estate valuations, machinery and equipment valuations, business and intangible asset valuations, fixed asset management consulting, and other types of advisory projects. Mark has managed these assignments for mergers and acquisitions, divestitures, liquidations, financial reporting, sale/leasebacks, federal tax, property tax, insurance, business interruption, internal audit and management information purposes.

Mark has more than 25 years of experience in the engineering and construction industry, focusing on providing construction risk and cost assessments, as well as advising owners on how to improve the management, control and execution of their capital projects. Mark’s experience includes working with companies, institutions and public agencies across many industries including health care providers; life sciences companies; colleges and universities, transportation agencies; state and local governments; hospitality companies; as well as energy and resource companies. In addition, he was instrumental in developing Deloitte FAS’ construction cost and risk assessment methodology.
Bill Canavan

Bill has extensive experience in the financial analysis of real estate, construction, and capital expenditure projects. Denise has scheduled and managed a variety of construction projects, from high-rise and hospital construction to the reconstruction of the world’s largest wind tunnel for NASA at Ames Research Center in California to the Cable Car Rehabilitation Project in San Francisco. Her dispute resolution experience is similarly broad, ranging from airports, highway interchanges and sports complexes to fabrication plants, detention facilities and housing projects. Denise has also testified as an expert at arbitration and trial and assisted in numerous successful settlement negotiations and mediations.
Frank Regnery

Frank has more than 25 years of experience in the engineering and construction industry and has provided construction consulting services to some of the largest US and International companies. He has extensive experience in dispute resolution and management consulting for a broad range of projects. Frank has analyzed a wide variety of construction projects involving delay, defaults, damage claims, fraud, unforeseen site conditions, change orders, inefficiency, contract terminations and project management issues. In addition, he has conducted numerous construction assessments and fraud investigations, representing several billion dollars of construction contracts. Joe, a registered professional engineer and certified cost engineer, possesses more than 25 years of valuation, engineering, and management experience, with a particular expertise in capital projects consulting and the valuation of tangible property. Joe’s consulting services include numerous engagements involving construction consulting, construction cost assessments, fair market valuations, purchase price allocations, machinery and equipment appraisals, project tax planning, and cost segregation studies for financial reporting, ad valorem tax, and federal income tax purposes.
