As the Federal government tackles tough human capital issues, Tracy Haugen uses her experience in organizational change, human capital management, leadership development, and knowledge management to help deliver innovative solutions.

Tracy is a director in Deloitte’s Human Capital practice, assisting federal agencies with developing compelling strategies and cutting through barriers to deliver successful results in the strategic management of human capital.
During her 12-year tenure, Tracy has provided services to civilian agencies evaluating tuition programs, assessing maturity levels of human capital initiatives, and developing benchmarks and leading practices for Title VI, VII and Affirmative Action and diversity programs. Tracy has also used her experience in organizational and change management to provide services to the Government of Southern Sudan.
Tracy holds an MBA from University of Chicago, with a concentration in business economics and organizational behavior, and served as a Peace Corps volunteer in Thailand.
When Tracy is not at work, she is memorizing football statistics and taking care of her two sons and husband in Washington, DC.
