Serving Citizens through Website Design and Deployment

A state’s new website gives its citizens an online voice on spending matters and a window on progress

Abstract

Responding quickly to the availability of federal economic stimulus funds, this state launched a website to solicit input from its citizens regarding how those funds might best be applied to the state’s needs and keep them apprised of progress.

The Challenge

The state was already implementing various Business Intelligence technologies to assist in reporting, visual dashboards and ad-hoc initiatives. When Congress passed the American Recovery and Reinvestment Act (ARRA), the state wanted to move quickly to deploy a website to solicit input from its citizens regarding how those Stimulus funds might best be allocated.

How We Helped

Deloitte practitioners were already on the ground working with the state to assist in other Business Intelligence implementations. They joined the state’s own development team to assist in their effort to rapidly deploy the Stimulus website. Deloitte helped the state design and implement a data model and database structure to support reporting of Stimulus data, along with interactive charts, graphs and reports to share data on the new site. Later, as monies were allocated to various programs at the state, regional and local levels, Deloitte practitioners again worked closely with the state’s resources to help them deploy the next release of the site, which included new interactive maps and other visual depictions of data and provided transparency and information self-service features to citizens.

Solution

The initial release of the Stimulus site was rolled out quickly (in about two weeks)—an effort that garnered a commendation from the state’s Secretary of Technology for the value it delivered. The second release of the site, containing new and more detailed information, was also implemented in relatively short order. This second release garnered over 29,000 page views in just one month. Deloitte continues to help state resources in their efforts to enhance the site and are collaborating to transition the currently Deloitte-supported portions to the state’s staff.
