Enhancing Nigerian Capacity for AIDS Prevention

Deloitte is the lead organization implementing the USAID-funded Enhancing Nigerian Capacity for AIDS Prevention (ENCAP) project, supporting Nigerian organizations to deliver high-quality HIV prevention programs and interventions in a cost-effective, sustainable manner. By supporting a locally led and sustainable response to HIV, Deloitte and its collaborators are helping to reduce the impact of the epidemic in the country.
Nigeria has one of the highest HIV prevalence rates in the world. Prevention of new infections is a cornerstone of the national HIV and AIDS response and the most important strategy for reversing the epidemic. Yet coverage of prevention services, particularly at the community level, has remained low, and community health systems have remained weak. Local organizations lack the technical capacity to plan, execute, and monitor effective interventions to targeted and high risk populations; poor operational capacity threatens the sustainability of these organizations and impacts their ability to function effectively. During a five-year period, Deloitte is tasked with increasing local organizational capacity to implement, monitor, and evaluate prevention programs and increasing the number of young adults provided with the minimum package for HIV prevention.
Deloitte is using an innovative and systematic approach, grounded in a foundation of change management, to build operational and HIV technical capacity of local organizations. Using a participatory capacity assessment as a starting point to engage organizations and identify capacity gaps, Deloitte draws on a range of methods -- mentoring, on-the-job training, workshops and seminars, exchange visits, and grants -- to strengthen systems around HIV prevention program planning, implementation, and monitoring, and address critical operational functions including management, leadership, finance, grant management, HR, strategic planning and resource mobilization. With specific support for change management, organizational leadership is better able to apply lessons and skills learned through capacity building events and manage the transitions required to institutionalize capacity within the organization.
To increase the number of youth reached with HIV prevention programs, Deloitte and local government agencies and NGOs first teamed up to conduct a rapid needs assessment in Bayelsa, Rivers, Benue, Taraba, and Ebonyi states and the Federal Capital Territory (FCT). Findings are informing expansion of coverage and better targeting of HIV prevention services and improving referral networks and coordination between organizations working in each catchment area. A grants program is funding targeted scale up of effective HIV prevention programs to contribute to targets of 100% coverage. Deloitte is supporting gender integration of HIV prevention and organizational development activities in order to most effectively leverage the impact of these activities and to achieve and be able to measure a better return on investment.
Deloitte's innovative approach to capacity building, along with financial support through the grants program, has enabled local stakeholders to improve and expand their HIV prevention programs and take greater ownership over their capacity building efforts. Governments and NGOs in each state are collaborating more effectively to reduce duplication of HIV prevention services, fill service gaps, and help target populations receive the services they need to reduce the transmission of HIV infections. Programmatic and operational efficiencies are being realized as organizations make systematic changes to their interventions, manage their organizations better, and become more sustainable.
Project monitoring and evaluation data informs capacity development activities and guides roll-out and scale up of prevention programs. Lessons learned and leading practices from this project are disseminated throughout Nigeria to support a more effective, targeted, and coordinated response to HIV/AIDS prevention and contribute to national prevention targets.
