Meet Dr. Wade F. Horn, Ph.D.

Director, Deloitte Consulting LLP

Dr. Wade F. Horn, Ph.D., is a director with Deloitte Consulting LLP in the organization's public sector practice, where he is a key adviser to health and human services clients of Deloitte Consulting's state government practice.

Wade was the former assistant secretary for the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services (DHHS). In that position, he oversaw more than 60 federal programs aimed at improving the well-being of children and helping families achieve self-sufficiency, including welfare, child welfare, child support, child care and adoption.

While at ACF, Wade's achievements included: increasing the effectiveness of Head Start and early childhood education programs, promoting positive youth development, and building partnerships with community and faith-based organizations in delivering social services to the poor. Additionally, Wade launched a mentoring program for children of incarcerated parents and a public awareness campaign to help rescue and restore victims of human trafficking.

Wade also was a presidential appointee to the National Commission on Children, a member of the National Commission on Childhood Disability, a member of the U.S. Advisory Board on Welfare Indicators and a member of the U.S. Advisory Board on Kinship Care.

Wade previously served as the commissioner for Children, Youth and Families and as chief of the Children's Bureau within DHHS. He transitioned from that role to serve as president of the National Fatherhood Initiative – an organization dedicated to improving the well-being of children by increasing the number of children growing up with involved, committed and responsible fathers.

Wade has a doctorate in clinical psychology from Southern Illinois University and has served as associate director of Michigan State University's Psychological Clinic. He also has held the position of director of outpatient psychological services at Children's Hospital National Medical Center and associate professor of psychiatry and behavioral sciences at George Washington University.
