Mike Coulson is a Business Development Leader for Deloitte Consulting LLP in the State Human Services Sector, specializing in integrated eligibility and health care reform, child support enforcement, child care, and child welfare. He works closely with all the federal funding agencies to provide input about state human service agencies’ needs and how proposed regulation and legislation can help or hinder their operations. He also works closely with the American Public Human Services Association (APHSA) to provide information on recognized practices that may benefit its state and local government constituents.
Mike has more than 30 years of experience in the health and human services (HHS) industry. This includes 23 years working as a Bureau Director for the Pennsylvania Department of Public Welfare, where he had responsibility for all administration functions in the Office of Income Maintenance including the development and maintenance of the IT systems administering TANF, General Assistance, Medicaid eligibility, Food Stamps, LIHEAP, Electronic Benefit Transfer (EBT), employment and training programs for recipients, and Child Support Enforcement. His most recent experience prior to joining Deloitte was working for APHSA’s IT Solutions Management for Human Services (ISM) Affiliate, where he supported all the activities of the ISM board. In this role he disseminated leading practices to members of ISM, wrote articles for the APHSA publication Policy and Practice and the ISM newsletter, recruited qualified individuals ISM board representatives, and interfaced with private sector vendors in the human services IT field. Mike also served as point person for communicating with the federal funding agencies and non-profit human services policy development organizations. Through his experience, Mike has developed a detailed understanding of the HHS industry including the program and technology trends being deployed by state HHS agencies.
Mike earned a Bachelor of Science degree from Pennsylvania State University.
