Meet JoAnn Boutelle
Partner, Deloitte & Touche LLP; Former Deputy CFO of the U.S. Department of Defense
Most recently, JoAnn assisted the Chief Financial Executive at the Defense Information Systems Agency (DISA) to successfully implement the FIAR (Financial Improvement and Audit Readiness) assertion process and gain approval for DISA’s balance sheet audit. The OUSD (Office of the Under Secretary of Defense) FIAR office stated that the assertion packages prepared under JoAnne's leadership were the best that they had reviewed. JoAnn is responsible for many other engagements, including large program management support, business case analysis for cost reduction and implementing best business practices in the health care industry.
Prior to joining Deloitte, JoAnn served as the Deputy Chief Financial Officer (DCFO) for the U.S. Department of Defense. JoAnn was responsible to the Under Secretary of Defense (Comptroller)/Chief Financial Officer for a variety of activities including developing, interpreting, overseeing, implementing and promulgating DoD-wide finance, accounting and general financial management policies and processes. Prior to becoming the DCFO, JoAnn was the Director of Commercial Pay Services for the Defense Finance and Accounting Service (DFAS) where she was responsible for paying about $180 billion a year to contractors and vendors. During her tenure with the Department of Defense, JoAnn was recognized as a leader with a deep commitment to reforming business processes and incorporating the accounting, finance and internal control requirements for strong DoD end-to-end business processes.
JoAnn is a Certified Public Accountant and earned her bachelor's degree in accounting from Indiana University in 1982. She received her master's degree in management information technology from George Washington University in 1998. JoAnn is a graduate of the DoD Senior Executive Leadership Program.
