Enhancing Nigerian Capacity for AIDS Prevention (ENCAP) Grants Program

Deloitte is the lead organization implementing the USAID-funded Enhancing Nigerian Capacity for AIDS Prevention (ENCAP) project, supporting Nigerian organizations to deliver high-quality HIV prevention programs and interventions in a cost-effective, sustainable manner. The ENCAP Grants Program is helping to build the organizational and technical capacity of community-based organizations (CBOs) to maintain the integrity of grant funds received and to increase the number of effective prevention programs and services offered.

The Challenge

Nigeria has one of the highest HIV prevalence rates in the world. Prevention of new infections is a cornerstone of the national HIV and AIDS response and the most important strategy for reversing the epidemic. Yet coverage of prevention services, particularly at the community level, has remained low, and community health systems have remained weak. Poor organizational capacity threatens the effectiveness of prevention programming, the sustainability of these organizations, and their ability to function effectively. Since a majority of funding to strengthen CBOs is received via grants, low grants management capacity also presents an obstacle to increasing operational capacity.

How We Helped

Deloitte and its collaborators manage both service delivery grants and capacity development grants, and collectively provide technical assistance and oversight to the Grants Program. Deloitte requires that a Grants Administrator from each local recipient is tasked with managing grants, including maintenance in a Management Information System (MIS) system linked directly to the organization’s monitoring and evaluation efforts. The Deloitte team works to enhance contracts administration and procurement coordination among grantees, which in turn can strengthen local ability to manage grants with which the CBO is involved, even those beyond the ENCAP program. Deloitte and its collaborators conduct staff orientation sessions to facilitate the knowledge of and compliance with the grant policies and procedures. We place particular focus on training for compliance with U.S. Government grants rules and procedures.

Over the life of the project, Deloitte and its collaborators will release Requests for Application (RFAs) for three distinct grant areas:

  • HIV Prevention Program Scale-Up, focusing on rapid scaling-up of existing prevention services for underserved populations;
  • ENCAP Partner Capacity Building, focusing on building the operational capacity of the partner’s organization, including procurement, strategic planning, technical assistance, meetings and events, and mentoring; and
  • HIV Prevention Programs, focusing on new or expanded HIV prevention service delivery in line with Nigeria’s National Prevention Plan.

Initial awards and continued funding depend on the organization’s commitment to building its own capacity and demonstrating positive operational improvements.


ENCAP’s Grants Program is enabling the provision of more extensive prevention services across populations - especially underserved populations - in order to fill service gaps and reduce the transmission of HIV infections. The program aims to empower local partners to take greater ownership over the scale-up, strengthening, and expansion of their grants management efforts and HIV prevention programs. ENCAP grants are used to make systematic changes to organizational interventions and management. As a result, programmatic and operational efficiencies can be realized, thereby facilitating the mobilization of additional resources and more effective allocation of those resources to achieve greater impact and long-term sustainability. Thus, the ENCAP Grants Program is contributing to a more effective, targeted, and sustainable Nigerian response to HIV/AIDS prevention, owned and led by local organizations.
