Pension System Reform, Social Safety Nets, and Labor Market Development
International leaders in social protection, such as the International Labour Organization, agree that strong social protection mechanisms can help to protect vulnerable populations at various stages of their lives. However, many countries struggle to sustainably finance effective social protection programs. Public pension programs, for example, are often implemented, but in many instances are financially unsustainable. In many countries, significant structural reforms are needed to build multi-pillar pension programs that are financially viable, promote savings, and provide adequate retirement income. Similarly, many social safety net programs, such as conditional cash transfers, are designed to help protect the poor; however, these programs are often not implemented with the necessary funds for sustainable programming.
Deloitte brings the knowledge and political awareness to help governments in their efforts to undertake difficult but necessary reforms to their pension systems. Our team brings technical experience ranging from conducting actuarial and economic modeling and developing IT systems to support pension operations to drafting pension reform laws and improving the efficiency of social security program administration.
