John Eric Uggen is a public financial management advisor with over 13 years of experience developing tools and procedures to support local and national budget development. He has advised governments on how to structure their government Chart of Accounts to facilitate automated expenditure reporting and improved expenditure control.
As a Resident Budget Advisor in South Sudan, John assisted the Ministry of Finance and Economic Planning (MoFEP) to automate budget preparation and budget development. In Tajikistan, he assisted the Ministry of Finance to design and implement its first program budget application that provided the systems foundation to support process improvements in program budget preparation and expenditure reporting.
