David Spira specializes in private sector development, infrastructure finance, and public-private partnerships. He has been a technical advisor and project manager for more than 15 years on numerous projects throughout central and Eastern Europe, the Middle East, and the Caribbean, serving as Chief of Party and Deputy Chief of Party on multiple international development projects.
David has a successful track record managing and completing technical assignments and advising government and private clients on public-private partnerships for infrastructure, special economic zone development, and privatization.
