Meet Raymond L. Winn, IIIPartner and AERS Federal Leader |
Ray Winn brings over 25 years of experience in serving commercial and Federal Government clients, including an in-depth understanding of the Federal Government market and Federal Government contracting. He is a member of the Audit and Enterprise Risk Services (AERS) Advisory Executive Committee and the Federal Executive Committee.
Before joining Deloitte in May 2009, Ray served as Chief Operating Officer of BearingPoint’s $1.4 billion Public Services practice for five years, during which he also served as a member of the BearingPoint’s Executive Committee, Management Committee, and the Operating Committee. Under Ray’s stewardship, the Public Services practice demonstrated sustained growth with significant increases in revenues, operating margins and profitability. Ray was responsible for overseeing and supporting the client delivery services of the Public Services Business Unit, including Cabinet-level agencies of the United States Government. He also directly managed Public Services Branding and Outreach, Sales and Capture, Strategic Planning and Initiatives, Contracts, Business Operations, Quality Assurance, CMMI Process Improvement, and Compliance organizations.
Ray holds an MBA with a concentration in Information Systems and a Masters Graduate Certificate in Information Resource Management from George Mason University, as well as Bachelor degrees in finance, accounting, and decision science. He has been an Adjunct Professor of System Thinking and Business Simulation for George Mason University’s MBA program. He is a Certified Public Accountant in the Commonwealth of Virginia and a Certified Cost Analyst.
