Meet Roger Foxhall
Director, Deloitte Consulting LLP
Before retiring in 2002, then Colonel Foxhall finished his career as the Chief Financial Officer for the Army Medical Department managing an annual multi-appropriation budget of over $6 billion. As the principal resource advisor to The Army Surgeon General, he was responsible for resourcing a worldwide healthcare system servicing over 2 million beneficiaries through a hospital and clinic system consisting of 28 Army hospitals and over 200 medical clinics. Colonel Foxhall managed resourcing issues for a workforce of 25,000 military and 23,000 civilian personnel. He supervised the finance and accounting operations for the Army Medical Command’s multi-year budget, arguably the most complex in the Army. He also served as The Surgeon General’s Consultant and career manager for over 90 military comptrollers stationed around the world.
In addition to Resource Management, Colonel Foxhall held numerous command and staff positions during his 28 year Army career including command of Helicopter Ambulance units, Mobile Army Surgical Hospitals (MASH) and Combat Support Hospitals. He completed training at the Army’s Command and General Staff College at Ft. Leavenworth, Kansas, the Armed Forces Staff College at Norfolk, Virginia, and the Army’s Helicopter Flight Training Course at Ft Rucker, Alabama. He is a Master Army Aviator and holds a Master of Arts degree in Health Services Management and a Bachelor of Science degree in Biology.
Mr. Foxhall is now a Director with Deloitte Consulting LLP focused on the Military Services’ Medical Departments within the Federal Healthcare practice and bases our of San Antonio, TX. His practice is conducting consulting activities with a team of 90 practitioners in several states. He is responsible for and involved in a variety of consulting engagements ranging from assisting wounded warriors and implementing technology solutions for the Army Surgeon General to providing subject matter specialists in finance, pharmacy systems and future platforms to the Bureau of Naval Medicine. Additionally, his practice provides general consultative services on activity based costing, medical research and large program management initiatives.
