Richard Laliberte has over 33 years of government, management and consulting experience in governance, economic and private sector development, financial and fiscal modernization, including 17 years of overseeing major multi-sector economic reform projects in fragile state or post-conflict countries and in countries in transition to market economy.
His experience includes overseeing activities to help the new Republic of South Sudan generate non-oil tax revenues, stand up a budgeting and treasury system, and establish processes to market and account for oil.
Richard has served as Chief of Party for several major international development initiatives in Afghanistan, Egypt, Iraq, Ukraine, Moldova, Kyrgyzstan, Montenegro, and the Philippines.
