Deloitte implemented a management services agreement with the Aqaba Development Corporation (ADC) to provide management and advisory services throughout ADC’s program of activity. The program’s initial focus was on capacity building and framework development and expanded over time to focus on asset development through the use of public-private partnerships (PPP) as well. These activities built upon the initial operational achievements, to focus on several identified initiatives, including the negotiation of a joint venture (JV) agreement between ADC and Maersk shipping for container terminal operations and development, the completion of a JV contract for air cargo services, as well as long-term contracts for a container village and marine services, critical to improving the port’s overall service quality. The consortium also played a key role in the development of the main port relocation financial strategy requiring more than 500 million JD (US$700 million) of capital investment on an accelerated basis. Specific services included implementation of PPP transactions for various port facilities and services; management of infrastructure strategic planning for roads, seaports, rail and airports; development of revised tariff policies; management of broad master plans and capital investment estimates for establishment of new industrial zone and port relocation projects; and corporatization and advisory support to Aqaba Airport.
