With the CARD Act and the Durbin amendment, regulators have “raised the bar” in terms of their expectations of the payment industry. While the regulators are still ironing out Durbin amendment details and determining what “reasonable and proportional” fees may be, many companies are unclear as to how they're going to respond but acknowledge that an approach for something “practical, with flexibility to accommodate ongoing uncertainty and enable product strategy” is needed.
