Clinical Effectiveness


The provider community faces a vital challenge in the coming years: how to deal with financial pressures generated by reimbursement cuts, increasing costs and uncompensated or undercompensated care in a responsible and innovative way. The most important task of responsible financial stewardship will be to improve the value of services provided and to do so in a cost-effective way. While traditional operational benchmarks help to identify potential cost reduction opportunities, these methods do not actively engage the physicians and nurses who are expected to comply with the subsequent recommendations many times in the midst of broken or damaged processes. By collaborating with physicians to define key cost drivers, sharing relevant data and leading practices, and developing the tools through which they can address those cost drivers while taking steps to ensure patient safety, CE2 initiatives can yield measurable, and sustainable, improvements in cost performance and quality of care.

Clinical Effectiveness and Efficiency (CE2) is Deloitte's approach to understanding the impact of effective and efficient clinical processes and the extent to which clinical interventions maintain and improve quality outcomes while improving resource utilization. A central tenet of CE2 is that when the right care is provided to the right patient at the right time it will decrease the utilization of “non value added” resources.

The CE2 Framework keeps quality and patient safety at the forefront of a health care organization's improvement initiatives while still focusing on the overall impact to the patient experience. Within the CE2 framework, we are able to quantify the benefits gained through improvements made to clinical processes, elimination of wastes and improvements in efficiency.
