Development of Oil and Gas Resources in the Russian Arctic and on the CIS Continental Shelf

11th International Conference and Exhibition will take place 10-13 September 2013 in Saint Petersburg

RAO/CIS Offshore is held on a biennial basis and brings together government officials and representatives of Russian and foreign companies to discuss the most important aspects of the offshore development of the Russian Arctic and the continental shelf. Deloitte is also planning to contribute to the programme of the event, with speeches by Andrey Panin and Elena Moiseeva on the topic "Legal and regulatory framework for offshore field facility development, construction and operation, and investment into the development of the oil and gas potential of the Arctic".

Over 5,600 delegates and 1,200 companies from 19 countries have taken part in RAO/CIS Offshore since it was established, and the event has built up a good reputation among similar offshore oil and gas exhibitions and conferences held around the world.

One of the most important benefits of RAO/CIS Offshore is the issue of resolutions. The resolutions are made on the basis of the delegates’ decisions regarding issues of offshore industry development, and are forwarded to the Government of the Russian Federation for further work.

An Order of the Government of the Russian Federation on holding RAO/CIS Offshore and providing it with the status of federal event is currently being prepared. The granting of the status of federal project will be followed by recommendations being made to various ministries of the Russian Federation, federal and regional governmental agencies and departments, the Russian Academy of Sciences, public organisations, industry associations, unions and business circles to take part in the event. The following Russian ministries have already confirmed their participation: the Ministry of Energy, the Ministry of Natural Resources and Environment, the Ministry of Transport, the Ministry of Industry and Trade, the Ministry of Regional Development, the Ministry of Economic Development and the Ministry of Foreign Affairs.
