The strategic HR Business Partner (HR BP) is increasingly taking shape in The Netherlands. However, most organizations have not embarked on this journey yet: ‘We don’t have actual HR Business Partners. Our HR advisors service everyone in the organization and are still spending time on HR administrative tasks’.
What is the current state of the HR Business Partner concept?
The Deloitte study focused into the following dimensions and sub questions:
- Requirements and vision
What are the opinions of HR and the business on the vision and strategy of the HR organization and specifically on the HR Business Partner? - Role foundations
what does this role mean, what are the tasks of the HR Business Partner and with Whom does the HR Business Partner co-operate? - Organization and governance
How is HR organized and how is the HR Business Partner linked to the rest of the HR organization? - People and performance
What are the desired characteristics, competencies and KPIs of the HR Business Partner, how are they measured and controlled?
The study consisted of an online survey and a round table discussion with participants from a variety of industries, in which the findings from the online survey and their experiences with HR Business Partners were discussed.
Key findings
Both the online survey and the round table discussion show that organizations are increasingly professionalizing the HR Business Partner concept. At the same time the study shows that there are big differences between organizations in the implementation stages of the HR Business Partner concept. Deloitte concludes there is no ‘one size fits all’ HR Service Delivery Model or standard design and organization of the HR organization. Designing and implementing the HR Business Partner concept is not a stand-alone activity: it should always be considered with the entire HR service delivery model in mind.
