Social security in the Netherlands is changing. The restructuring of the social security system is based on Operation Structuur Uitvoering Werk en Inkomen (SUWI) (Structure Implementation Employment and Income). Other new programmes are the implementation of the Fonds voor Werk en Inkomen (Fund for Employment and Income) and the devolution of powers to local government. Simultaneously, private enterprise is reducing the playing field of the public sector. Devolution has impacted the partnership between central government, employer organizations and employee organizations.
Under the SUWI programme, municipal social-security agencies, regional employment agencies and social-security implementation agencies are statutory partners. The thrust of the cooperation is the practical implementation of legislation and regulations for social security and employment. The policy shift has a considerable financial, organizational and legal impact and affects individual citizens.
