Regionale Opleidingscentra (Regional Training Centres or ROCs) are responsible for pre-employment learning. New learning programmes have to be developed to provide uninterrupted learning programmes. To be successful, ROCs have to liaise closely with coordinate education sectors and employment institutions.
ROCs are thus turning into networking organizations. They are granted more autonomy in setting up learning programmes and in managing their institutes. Partnerships with third parties are undertaken to develop innovative learning resources. Transparency in these matters is essential: internal transparency for maximized efficiency of the organization and external transparency for students and teachers and for reporting to stakeholders.
All these factors complicate the management of institutes of learning. Deloitte provides services in translating vision into objectives, identifying risks and controlling budgets. For example, the Council for Vocational and Adult Education commissioned Deloitte to develop a model called Transparante Onderwijs Programmering (Transparent Educational Programming).
