Deregulation, increasing competition

The central government in the Netherlands is granting more powers of self-government to institutes of higher education. This movement is also seen elsewhere in Europe. Deregulation means that higher vocational institutes and universities will be more reliant on second and third flows of income to finance their institutes.

This policy shift has had a considerable impact on the financial-administrative management systems in higher education. The new trends facing the sector are:

  • increasing competition
  • integration of university education and higher vocational education
  • implementation of the bachelor / master system
  • changes in costing methods
  • accommodation restructuring.

To retain a top rating among institutes for higher education and research, excellent facilities have to be provided. Well-equipped working places and IT facilities are needed. Top scholars and scientists have to be recruited. Internationalization and commercialization are also prime objectives.
