Why was Deloitte engaged?

The client was spearheading the development masterplan for the southern region in the state of Johor. Deloitte was engaged as part of the consortium of consultants in the development of the masterplan. Deloitte’s role was to establish the organisation and operating structure and the financial model of the agency to be responsible for implementing the development masterplan and overseeing the overall development of the identified region.

Deloitte was engaged based on our past experience in conducting public sector engagements, locally as well as globally, and our expertise across organisation design, business process engineering and financial modelling.

How did Deloitte add value?

The agency was set up as a high-performance organisation, to meet the increasing demands of citizens and investors. The agency’s operating and financial model differed from that of existing public sector organisations.

Deloitte was re-engaged in the next phase to develop a roadmap to operationalise the agency to be up and fully operational within 8 months.

Why was Deloitte engaged?

Gas tariffs in Malaysia had not been reviewed for 10  years. A government agency engaged Deloitte to review the existing gas industry structure, regulatory framework and policies, and to propose revised gas tariffs for various user groups.

Deloitte was engaged given our strong internal industry thought leadership and relationships with external industry leaders.

How did Deloitte add value?

Deloitte identified and recommended initiatives to enhance and improve the existing policies, regulatory framework and structure of the gas industry in Malaysia. Tariffs for various user groups were also proposed, with analysis to show the economic impact of the proposed tariffs on the users and the country’s economic standing. The study involved interviewing and gathering the views of senior personnel from organisations across the gas value chain. Deloitte also provided an unbiased and objective overview of the existing gas industry. Deloitte’s study provided the basis and analysis for the Client to present its case for revised gas tariffs to the government.
