Business Barometer Survey 11

The survey was carried out within a flurry of important events:

• The economic scenario is still unpromising and it is demanding even more creativity, accuracy and effectiveness from business executives, whilst at the same time, they are observing the beginning of the US economy recovery through increasingly positive signals in their businesses.

• President Felipe Calderón addressed a message to the nation at the National Palace in the occasion of his third State of the Union, emphasizing the decisive moments the country is currently experiencing, and thus calling to undertake profound changes that are necessary to advance Mexican economy. To make this happen, he proposed a 10-point ambitious agenda.

• The restructuring of government ministries were revealed within the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food (SAGARPA); Petróleos Mexicanos (PEMEX), and the Attorney General’s Office (PGR)

• President Calderón submitted his 2010 federal budget proposal to Congress and added suggestions to change tax laws in a bid to increase the nation's funds, which encountered mixed reviews.

A special section was included to gauge the executives’ views around the need and characteristics of a tax reform and the feasibility of levying value added tax on food and medicine, as a means to improve tax revenues.
