Governmental plan 2009

The Luxembourg government has stated its commitment to continue its efforts to ensure a high-quality public health system, while focusing on prevention and promotion of public health. This approach no longer focuses exclusively on curative medicine and financing of health care systems. The health system shall put the patient at the centre of its concerns and missions.

The initiative "towards a national health plan" will be vigorously pursued and the government will continue to engage in efforts to promote the access to quality care regardless of income, based on a solidarity financing system. The government will pursue, in collaboration with the Caisse Nationale de Santé, a wide range of prevention, screening and early detection measures for certain diseases.

Below are the key areas on which the Governmental Plan 2009 proposes to focus:

  • Reforming the law of November 21, 1980 on the health directorate’s organisation in order to improve preventive medicine and to create a health centre
  • Regulation of training for physicians and caregivers
  • Modernisation of the hospital infrastructure and implementation of a new hospital plan
  • Focusing on the development of services and hospitals specializing in care for elderly people
  • Development of “traitement ambulatoire” procedures
  • Reorganisation of the National Health Laboratory (LNS)
  • Introduction of a bill concerning the rights and obligations of the patient
  • Implementation of the national plan “e-Santé”, through the creation of a national platform for the exchange of "health" data and a minimum folder, per patient, containing administrative and emergency data and "records" of certain diagnostics
  • Creation of "health" cards and " health professionals maps”
