Deloitte 2011 Survey of Luxembourg health care consumers - 15/11/2011

A vast majority rate the Luxembourg health care system as being very good or excellent, but some shortcomings should be addresse

Deloitte Luxembourg took part in a global survey focusing on the health care systems in 12 countries around the world for the first time this year. The results of the survey are particularly insightful in the context of the legislative changes adopted by Parliament in December 2010.

69% of the survey respondents rate the current health care system as performing well, and 42% think that the quality of the care received are amongst the best ones globally.

While the overall appreciation of the health care system is positive, Luxembourg survey respondents would welcome a number of improvements, in particular as regards wait times for service (47%), more patient-/consumer-oriented care (24%), and increased access to services (14%).

65% say they would be willing to travel for care outside of their local area and 31% to travel outside of Luxembourg for better and faster necessary care. The three primary reasons are expectations of superior care quality (77%), availability of physicians and hospitals capable of providing specific treatment needed (75%) and more up-to-date facilities and technology than available at home.

The Luxembourg citizens surveyed welcome improved health care quality and service, personalised programmes and greater access to online tools and information that facilitate dialogue with their care providers and enable them to better self-manage their health.

91% of the participants confirm having a regular doctor and 73% state that they are satisfied with them. 60% are satisfied with the treatments that they received in hospitals. Moreover, a majority of the patients (34%) consider hospitals to be the most reliable source of information regarding the security and efficiency of a treatment.

Over half of the surveyed consumers are aware of changes being made in the health care system in Luxembourg and consider that the most important drivers of a successful reform include:

  • Seeking synergies between hospitals (46%)
  • Introducing the role of a primary care physician (médecin référent) to coordinate and actively manage patients’ health (42%)
  • Using electronic health records (36%)

These values should be at the centre of the reflections currently under way regarding the health care reform certainly as consumers increasingly look to make informed decisions about their health.”
