Office Managing Partner
Ian Wight is the Managing Partner with overall responsibility for the operations of the firm, and primary responsibility for a number of service lines, including; Financial Advisory Services, Regulatory & Economic Consulting Services, Human Capital Advisory Services and Property Consulting. Ian is the senior partner operating in the firm’s Financial Advisory Services department and specializes in complex, cross border insolvency and restructuring engagements. He has more than twenty years of experience in insolvency matters, and has special expertise in the wind up of financial institutions, investment fund companies, and special purpose vehicles companies. Ian is also the deputy chairman of Deloitte & Touche’s Offshore Working Group and is a past representative on the Latin American and Caribbean region ("LACRO") development board.
Assurance & Advisory Services Partners
Dale Babiuk is a Partner in the Assurance & Advisory Services group specializing in alternative investment funds and insurance vehicles. Dale is a Canadian Chartered Accountant and a Chartered Financial Analyst charterholder. He has over eighteen year’s public accounting experience, including three years with the Edmonton office of our Canadian firm and fifteen years in the Cayman Islands office. Dale serves a diverse set of offshore hedge fund and structured finance clients. He has written numerous articles on offshore hedge funds and other matters and serves on several international Deloitte technical committees. Dale holds a Bachelor of Commerce from the University of Alberta, Canada.
Cindy Hislop is a Partner in the Assurance & Advisory Services group specializing in alternative investment funds. She has been with the firm for sixteen years during which time she worked for a period in the Deloitte Boston’s financial services group. She earned a Bachelor of Science in Accountancy from the University of Illinois – Urbana/Champaign and is a Certified Public Accountant with the state of Illinois. Cindy currently sits on the board for the Hedge Funds Care Committee of Hearts.
Norm McGregor is a Partner in the Assurance & Advisory Services group specializing in alternative investment funds. Norm has a total of fifteen years public accounting experience, including two years with the Toronto office of our Canadian firm and thirteen years in the Cayman Islands. Norm serves hedge fund clients using a range of structures and engaged in a variety of investment strategies. He is regular conference speaker and sits on a number of industry committees. Norm is Canadian Chartered Accountant and a Chartered Financial Analyst charterholder. He also holds Bachelor of Commerce from Ryerson University in Toronto. Norm is currently President of the Cayman Islands Society of Professional Accountants.
Francois Lamontagne is a Partner in the Assurance & Advisory Services group. He has more than 12 years experience with Deloitte. He has worked in Canada, in the British Virgin Islands and now the Cayman Islands where he concentrates on the hedge fund, banking, trust, and structured finance sectors. He has written a number of articles on structured finance products and has spoken at industry conferences. Francois is a Chartered Accountant and member of the Canadian Institute of Chartered Accountants and the Cayman Islands Society of Professional Accountants. A graduate from Université du Québec à Trois-Rivières (Canada), he holds a degree in Accounting & Business Administration. Francois will also have oversight responsibilities of the firm’s Marketing & Business Development department.
Consulting Services Partner
Taron Jackman is a Partner having responsibility for the firm’s Consulting Services group. This group comprises Human Capital and Economic & Business Consulting Services (including Accounting Services). Taron has over 13 years of post qualification experience, with 9 years at a senior management or board level in the financial services and professional services sectors. He has previously held the position of Chief Operating Officer of a Cayman Islands subsidiary of a major international bank where he gained practical experience in the areas of credit, treasury, compliance, fiduciary services and settlements and custody of financial instruments.
Enterprise Risk Services Partner
Jeremy Smith is Chief of Staff for the Chief Executive Officer of Deloitte Touche Tohmatsu Limited, effective 1 June 2011. He is involved in operations, communications, strategy, regulatory/policy, talent, clients and markets, and other global areas. Smith is an experienced IT, risk, and project management professional with over 14 years of experience in a broad range of industries. Previously, he led the consultancy division of a leading UK-based business continuity and risk management company, and before that, he was a consultant in the ERS practice of Deloitte Canada. Smith is a certified management consultant and certified business continuity professional. He is a member of the Business Continuity Institute, the Institute of Risk Management, and the Chartered Institute of Marketing. Smith holds a bachelor of science in computer sciences from Oxford Brookes University, an MBA from Durham University, and a master of science in risk, crisis, and disaster management from Leicester University, all in the United Kingdom.
Financial Advisory Services Partners
Mike Penner is a Partner and is responsible for the firm’s Financial Advisory Services. Mike specialises in developing, managing and performing cross-border fraud investigation and asset recovery solutions. He has also developed an expertise in managing large multi-jurisdictional investigative and asset recovery cases. Mike is a member of Deloitte Touche Tohmatsu’s Global Asset Recovery Solutions Team ("GARS"), a specialist team from within the worldwide forensic services capability of Deloitte that focuses on asset recovery assignments using an extensive web of proven contacts in jurisdictions around the world.
Stuart Sybersma is a Partner, having responsibility for the firm’s Financial Advisory Services. This department encompasses the two main service lines of Insolvency and Reorganization and Fraud & Forensic Investigation. Stuart specialises in financial institution and mutual fund insolvency, fraud and financial investigation, litigation support, and anti-money laundering. Stuart has extensive experience with cross border asset tracing and recovery matters and is a member of the Deloitte Touche Tohmatsu international Global Financial Services Industry anti-money laundering team.
Chief Financial Officer & Chief Information Officer
Mark Rutkowski is a Partner and is also the Chief Financial Officer and Chief Information Officer. Mark has been with the firm for 19 years. The first four years providing audit and client accounting services before moving into an internal accounting and finance management roles. As Financial Controller and then CFO over the last ten years Mark has been an integral part of the management team during a period of growth and change. His primary responsibility has been oversight of the firm’s accounting and financial reporting and control. During this period Mark has provided guidance as the firm has added service lines and facilities, acquired complementary businesses locally and overseas, and responded to regulatory and business challenges. He plays a central role in firm’s implementation of operational infrastructure and systems and currently has leadership responsibilities in the firm’s Finance and Information Technology departments and reporting to the partnership and global firm. Mark is a Certified Public Accountant of the State of Florida, and a member of the Florida Institute of Certified Public Accountants and the Cayman Islands Society of Professional Accountants. He graduated with a Bachelor of Science degree in Accounting from the University of Florida, and a Master of Science degree in Accounting from the University of Central Florida.
Tax Services Partner
Anthony Fantasia has over 10 years of public accounting experience, all of which has been focused on the US taxation of alternative investment products, including hedge funds, private equity funds, family investment partnerships, offshore funds and fund-of-funds. He facilitates client's tax reporting, provides tax advisory services, assist clients in tax efficient structuring and with the Foreign Account Tax Compliance Act (FATCA).
For the past six years Anthony has served as the service line leader of the Cayman Islands Tax Practice, helping to build a quality reputation and grow a sustained client base for Deloitte in the Cayman Islands. Prior to joining the Deloitte Cayman Islands firm, Anthony was a tax professional with Deloitte's Investment Management group in Chicago. He has writeen numerous articles on taxation issues affecting the alternative investment industry and speaks regularly at hedge fund conferences for service providers and investment managers located in the Cayman Islands. Anthony currently plays an active role in staff development and is part of Deloitte's National Hedge Fund Tax Committee and Deloitte's Hedge Fund Tax Software Team. Anthony is a Certified Public Accountant and a member of The American Institute of Certified Public Accountant and holds a Bachelors of Science Degree in Accounting from Dominican University, Illinois.
