The 'Guerrilla' CIO: working smarter to add value

This year, pressure on budgets appears to be easing in some sectors, but after cuts in previous years, CIOs are still struggling to do more for less.
Our survey shows disruptive technologies such as cloud computing and enterprise mobility are not top priorities for CIOs, which poses the question – with limited resources, is it time for the CIO to adopt ‘guerrilla’ tactics and fight smarter to add value?

The global leader of Deloitte’s cloud computing practice, Chris Weitz, was among the speakers at the launch of the 2011 CIO Survey on Thursday 20 October.
Worryingly, just over half of CIOs report alignment as poor or only fair. The CIO is fighting a hard battle to be seen as a value adding partner and the results suggest they are not winning. Over a quarter of CIOs responded that business alignment, and enabling transformation, keeps them awake at night.

Last year we saw a positive trend with a drop in the number of CIOs predicting budget cuts. The trend continues this year, with the number of CIOs predicting no change or an increase in budget outnumbering those predicting budget cuts.
It seems like the bottom has been reached in most sectors. However, not surprisingly, the Public Sector and Financial Services may not see any increase.
Capital budgets remain an issue for all CIOs. With nearly two thirds of IT budgets being spent just to keep the business running, CIOs need to use every tool available to reduce the cost of business as usual and enable the business to change and grow.
Last year, the top priorities for CIOs were cost reduction, security and information management. In this year’s survey, IT cost reduction and security remain top priorities, however compliance is now at the top of the CIO agenda.
This year we asked respondents about cloud computing and enterprise mobility.
Following results from last year's survey which showed adoption of cloud computing as relatively low, we were interested to see whether the extent and type of usage had changed.
For enterprise mobility, the survey looks at areas including mobile application development, mobile device support within organisations, and strategies for platform support.
