There are updates on the harmonization of the Quebec Sales Tax with the federal GST, the transitional rules on the elimination of the Harmonized Sales Tax in British Columbia and the introduction of Harmonized Sales Tax in Prince Edward Island.
Colombia
There is a proposal to amend the VAT rates.
United States
A new law in California requires certain out-of-state retailers to collect use tax. A tax amnesty program will take place in Kentucky between 1 October 2012 and 30 November 2012.
Uruguay
The tax authorities have clarified the VAT treatment of carbon credits.

Australia
Australia’s ultimate court of appeal has ruled that Qantas was liable to pay GST on domestic airfares in cases in which passengers failed to travel. Proposed improvements to the processing of low value parcels may enable the AUD 1,000 low value importation threshold for GST and customs duty to be lowered.
India
Two recent court cases have ruled on the concept of “sale in the course of import” and on the tax treatment of the sale of natural gas for transport to other states.
Malaysia
The tax authorities have ruled on the service tax treatment of the secondment of employees.

European Union
There have been further developments on a proposed Financial Transaction Tax in the EU, and the European Commission has launched a public consultation on reduced VAT rates throughout the EU.
Finland
The VAT rates are to be increased by 1% as from 1 January 2013.
Germany
The Court of Justice of the European Union has issued a decision in a German case regarding unregistered intermediaries in a triangular intra-EU movement of goods. The German Ministry of Finance has published a draft amendment of the regulations regarding the evidence needed for intra-community supplies.
Iceland
There is a proposal to increase the VAT rate on tourist accommodation.
Lithuania
New provisions on bad debt relief apply.
The Netherlands
The rate of the Insurance Premium Tax may increase from 2013.
Poland
The tax authorities have changed their approach regarding the recovery of input VAT on marketing services. Deloitte Poland has conducted a survey on planned changes to the VAT rate.
Portugal
The 2013 budget law proposals include changes to the VAT rules and excise duties. For Intrastat reporting purposes, the tax authorities are eliminating the use of the IDEP software as from 2013.
Romania
The RON/EUR exchange rate for excise duty purposes applicable in 2013 has been published in the Official Journal. The recycling target imposed for the used oil tax will increase in 2013.
Slovakia
Changes have been introduced to the VAT Act.
United Kingdom
The Court of Justice of the European Union has issued its decision on the VAT treatment of service charge rents.
