Julian Small is the Deloitte Touche Tohmatsu Limited (DTTL) oil and gas industry leader for tax, Deloitte UK partner, and leader of the Deloitte UK oil and gas industry group.
Julian has worked with the oil and gas sector for more than 20 years including two-and-a-half years as tax director and part of the senior management team of a FTSE 250, UK-listed international oil and gas company.
Experience and expertise
Julian has worked extensively across the oil and gas industry advising clients on UK and international projects, including exploration and production, midstream and downstream.
His clients have included large, integrated international oil companies, national oil companies, independents, the oil and gas divisions of utilities and other large industrials, oil service companies, and financial institutions involved in the sector.
In addition to advising on UK tax issues, including North Sea-related matters, he has extensive experience helping companies invest overseas. As well as giving advice on international structuring, he has been deeply involved in the local tax aspects of numerous projects in areas such as the CIS, Far East, Middle East, India/Pakistan, North and West Africa. As a result, he has detailed familiarity with production sharing contract and other contractually-based fiscal systems.
He was the lead tax adviser on many significant oil and gas mergers, acquisitions and other transactions, assisting with due diligence and structuring. Similarly, he has advised on the tax aspects of numerous oil and gas debt and equity capital markets transactions.
Julian is a regular speaker on oil and gas tax matters and has been a member of UKOITC (UK Oil Industry Taxation Committee) for 12 years. Whilst working in industry he was the elected chairman of the Association of British Independent Exploration Companies Taxation Sub-Committee.
Curriculum vitae
Julian joined Arthur Andersen in 1988 and was promoted to manager in 1993, following a year’s secondment to the Houston office. In 1996 he joined Hardy Oil & Gas plc as group tax manager and part of the company’s senior management team. He rejoined Andersen in 1999, became a partner in 2000 and joined Deloitte UK as a partner in August 2002.
He has a degree in economics from Southampton University and is qualified as a chartered accountant.
