Paul Macmillan is the Global Industry Leader for the Public Sector industry in Deloitte Touche Tohmatsu Limited (DTTL) and serves as the Public Sector industry leader for Deloitte Canada.
Based in Toronto, Paul has consulted with deputy minister and assistant deputy minister-level officials, and Crown corporation executives across Canada for more than 20 years.
He has authored many public sector articles, and is well-recognized for publications such as:

Paul is a leader of the Schulich Masters Certificate in Public Management Program at York University in Toronto, and frequently speaks to government and business leaders on transformation, innovation and change management in the public sector. He has led projects to help governments improve customer service to citizens, institute "e-government," integrate services, and realize shared services.
Paul earned a Masters in Business Administration from the University of Ottawa, and a Bachelor of Arts degree in Political Science and Public Administration from Carleton University. Paul is a Certified Management Consultant (CMC).
