Who we are

Our Economic Consulting group provides a wide range of commercial, policy and regulatory advice to the Energy, Infrastructure & Utilities sector.

We have modelled the electricity and gas sectors to support analysis of commercial transactions, disputes and strategic decisions. We have extensive experience of assisting sector regulators and an understanding of how they are seeking to enhance and refine regulatory regimes now that a large proportion of initial inefficiencies have been squeezed out. We also advise clients on policy issues ranging from financial restructuring to incentives for carbon emissions abatement.

Recent projects

  • Seconded a member of the Economic Consulting team to Ofgem to lead their econometric analysis for the recent energy market probe. This involved using panel data analysis to assess consumer switching and times series techniques to look at the pass through of wholesale to retail prices.
  • We assisted Ofwat in assessing the scope for effective competition in the water and sewerage industry in England and Wales. The project involved an assessment of the water and sewerage value chain and an assessment of potential wholesale markets as well as consideration of alternative market models and how these may facilitate further competition.
  • We have provided support to the Nuclear Decommissioning Authority (NDA) on a number of projects including evaluating the potential residual value of land of existing NDA sites for new nuclear power stations, as well as providing guidelines on the choice of discount and cost escalation rates to be used in assessing the business case for accelerated Magnox decommissioning.
  • An international energy company commissioned us to analyse the potential effect of deploying Carbon Capture and Storage (CCS) in power generation on prices paid by consumers in a number of countries. The objective of the project was to inform the client and support them in discussions with governments, regulators and other interested parties to create better understanding of the effect of CCS on consumer electricity prices.
  • We provided support to a major European energy company in understanding the nature and drivers of UK gas price patterns to inform its commercial judgements about its investment in gas storage by developing a number of scenarios for future gas prices.
  • We provided support to Ofgem in the Transmission Price Control Review, examining material provided by National Grid for both its electricity and gas regulated transmission businesses. The work covered accounting issues, analysing efficiency of business support services, top-down benchmarking and advice on cost allocation issues.
