With around 300,000 businesses needing to register for VAT every year, streamlining the process was a high priority for HM Revenue & Customs (HMRC). The department was also under heavy political pressure to deliver an online VAT registration solution by the end of 2004.
In light of the difficulties encountered in previous e-services projects, confidence was low about the viability of specifying, designing and implementing a suitable, workable solution in just four months. A feasibility study alone had taken several months, and previous experience pointed towards the delivery of a working solution taking significantly longer.
Against this difficult backdrop, HMRC turned to Deloitte to provide a fresh approach: one which would deliver a fully functioning solution by December 2004, driven by business and customer needs.
The first iteration of the solution was delivered within five weeks then tested and refined repeatedly over the next twelve weeks. This rapid interactive process provided the agility required to adopt lastminute changes in requirements (driven by user feedback) within original time and budget constraints. eVAT Registration went live on time and on budget, with immediate take-up by 5% of applicants.
