Background
The UK Government has signalled its intent to issue new Aviation Security legislation and will shortly consult on proposed major reforms. Government aspires to build a security culture that encourages innovation and increases ‘earned autonomy’ through the adoption of an outcome focussed, risk-based approach. Industry is also being encouraged to play a more active role in developing responses to security threats.
This shift away from a prescribed process would mark a significant change in approach. It could provide opportunities for industry to improve operational and cost efficiencies as well as passenger experience. However, in order to leverage these benefits, industry must re-evaluate its approach to security and make the required changes.
The Deloitte view is that a move to an outcome focused, risk-based approach is one which should provide airports and airlines with the opportunity to revolutionise the alignment between security requirements and business goals. At the same time, it should also provide more effective and efficient security and improve the passenger experience.
